After the study · maintenance manual, training and the optional annual survey

A plan Human Resources can run without us

Scope items 15 to 17 ask for procedures and tools to keep the plan current, training for Human Resources and County management, and an optional annual salary survey. Everything below is delivered in Word and Excel, owned by the County, and written so a new HR analyst can follow it.

Compensation Maintenance Manual

What the manual covers

  • The job evaluation method: every factor, level definition and weight, with worked examples from County classes.
  • New or revised positions: the questionnaire, who rates, who approves, and the turnaround.
  • Reclassification requests: a one-page request form, the review steps, the decision memo, and how pay moves on reclassification.
  • Pay administration: hiring rates, promotion, demotion, transfer, in-range adjustments, and the treatment of employees below minimum or above maximum.
  • Salary range updates: how to move the structure each year by a published index the Board adopts.
  • Market reviews: which employers, which benchmark jobs, how to age data, and how often.
  • Internal equity checks: the compression and overlap tests, run each year from a payroll export.
Training

Who gets trained, on what

Two on-site sessions at the end of the study, recorded and repeatable from the materials alone:

  • Human Resources (half day, hands-on): rating a job with the factor workbook, running the reclassification process, updating ranges and running the equity test.
  • Department heads, elected officials' designees and County management (90 minutes): how the plan works, how to request a review, how hiring and promotion pay is set.

All slides, exercises and the workbooks are delivered in editable form, as the Special Terms and Conditions call for.

Optional

Annual salary survey

Each year, on the County's budget calendar, we refresh published pay for the agreed employers and benchmark jobs, age the data, compare the County's ranges, and deliver a short memo with a recommended structure adjustment and its cost. Scope, employer group, collection timing and the annual fee are in the sealed cost proposal.

Records

Every decision traceable

Each class keeps its questionnaire summary, interview notes, factor ratings, the evaluator's signature and the market matches with sources and dates. When an employee or a department head asks why a job landed where it did in 2029, the answer is in the file, with a name and a date.
